OpenSSH-8.0 and AIX

a) Congradulations on this release. The build goes smoothly, at least on
AIX 6.1

b) make check ends with status 2, if I read the output correctly, the
final rsa key pair is not generated where it is expected.
End looks like:

ok certified user keys
run test host-expand.sh ...
ok expand %h and %n
run test keys-command.sh ...
No such file or directory
