Can we drop 64-bit MAC algos?

Currently if non-AEAD algorithm is used, the first MAC algorithm that
gets used is umac-64-etm@xxxxxxxxxxx. Having only 64 bits of security
doesn't seem very assuring, a decent GPU will probably tear through
that. Can we move it further into the algorithm list or disable it?
