That is an amazingly obsolete package of a _13_ year old version[1] of
OpenSSH and Cygwin packaged and abandoned by a third party.  The
version of OpenSSH has a number of known vulnerabilities and the
installer has been reported to trash Windows 10 installations.  To my
knowledge nobody on this list has anything to do with it and I
personally consider it an attractive nuisance that should be taken
down entirely.
