Smells like a path MTU black hole.  See
http://www.snailbook.com/faq/mtu-mismatch.auto.html for some
suggestions.

dbclient supports fewer algorithms and its network traffic is
correspondingly smaller, which makes it less likely to trip the
threshold (same for older opensshs).
