Broken cat style manpages in the distribution tarballs?

Hello,

I just noticed that the cat style manpages distributed with openssh 7.2p2 contains what looks like some sort of unprocessed control/escape sequences. Looking at ssh.0 the NAME section contains M-bM-^@M-^S and similar can be found throughout the file and in the other .0 files.

Starting with 6.8p1 every release has this issue.
