Oh yes, ran into this again - running tests as root.

run test connect.sh ...
ssh connect with protocol 1 failed
ssh connect with protocol 2 failed
failed simple connect

After su to non-root...

skipped (SUDO not set)
need SUDO to create file in /var/run, test won't work without
make[1]: Leaving directory `/data/prj/openbsd/openssh/snap/openssh/regress'
all tests passed
