It looks like Simon is still maintaining the patch as it includes in the comments:

The ChangeLog implies it has not changed from the version you already have.

Extract the tarball for openssh-6.6p1, cd into that folder and run patch without arguments, providing the patch as input. You can simply paste everything from "diff --git" until the end of the mail (excluding the mailing list footer), press Ctrl+D to send an EOF on the terminal.
