I fired up a CentOS7 VM, again a c5.9xlarge EC2 instance. With GnuTLS
it gets around 1100Mb/s (where Fedora is getting ~1720):

Socket Message Elapsed Messages
Size Size Time Okay Errors Throughput
bytes bytes secs # # 10^6bits/sec

212992 1400 10.00 7069288 0 7917.58
212992 10.00 944372 1057.69

Socket Message Elapsed Messages
Size Size Time Okay Errors Throughput
bytes bytes secs # # 10^6bits/sec

212992 1400 10.00 7653116 0 8571.47
212992 10.00 1004124 1124.62

If I build with OpenSSL it's a little bit faster (on Fedora this was
slower, around 1500Mb/s)

Socket Message Elapsed Messages
Size Size Time Okay Errors Throughput
bytes bytes secs # # 10^6bits/sec

212992 1400 10.00 8811667 0 9869.05
212992 10.00 1082345 1212.22

Socket Message Elapsed Messages
Size Size Time Okay Errors Throughput
bytes bytes secs # # 10^6bits/sec

212992 1400 10.00 8816782 0 9874.78
212992 10.00 1083932 1214.00

None of these are as low as you were reporting though, are they? I
think you saw ~150Mb/s?
