[PATCH] Fix IPv6 split tunnel route additions

Right now we add default IPv6 routes for any pushed routes with a
subnet mask less than /128. This means any non point-to-point IPv6
route results in a default IPv6 route set.

This patch fixes that, only setting a default route if we push a /0 IPv6 subnet.
