OCServ config-per-user/group does not pick up ipv4-network with network/netmask notation

Hi,

When you use config-per-user or config-per-group, and you use `ipv4-network = 1.2.3.0/24` notation in it, observe just ignores it.

OTOH, if you use `ipv4-network = 1.2.3.0` and `ipv4-netmask = 255.255.255.0` notation, then it works fine.

This is on 0.10.11.

I have spoken with Nikos on irc, and I?ll look into getting some tests worked out for this.
