I don't like vpninfo->tun_is_up very much. Can't we declare that it's
redundant with something like vpninfo->tun_fd != 1 (or the Windows
equivalent with tun_fh) and kill it entirely?

We wouldn't be having problems with it being out of sync with reality,
if it didn't exist... :)
