OpenConnect --version in patched package builds

Sometimes, distros backport individual fixes instead of just shipping a
new version.

The OpenConnect build system automatically makes the version string
"vX.XX-unknown" when you do that, unless you explicitly touch version.c
after applying your patches.

I've committed a patch to make it use
"v$RPM_PACKAGE_VERSION-$RPM_PACKAGE_RELEASE" if those are set, instead
of just "vX.XX-unknown":

Is there an equivalent for Debian packaging that I should check for too?
