what do you mean about  "configuration file per user" ?

you mean " Public key (certificate) authentication " or " ocserv.conf
" per user ?

and we can use this method of radius by developing and editing "PAM
Radius"  or developing "OCserv" ?

and could you help us to handle this Project ?
