Kevin has now made it possible for even the VPN main loop to operate
from the library, rather than having to spawn openconnect(8) for it. I
suspect a Windows UI would want to make use of that.

But still I suspect we'll want the tun device handling to be built in to
tun.c, like it is for other operating systems.
