OpenConnect 3.15 release

The important update here is Kazuyoshi-san's fix for Solaris, which
makes it read one packet at a time from the tun device instead of
getting confused. This release also improves the chances that
translations will work when installed to a strange prefix, by calling
bindtextdomain() with the appropriate locale directory.

As with the 3.14 release, though: if it's currently building and working
for you, then there's no immediate need to upgrade.
