Someone please correct me if I'm wrong, but I'm pretty certain that, yes,
it's a cache-miss type of thing.  nntpc is event-driven by the client, and
won't fetch headers or articles until you specifically ask for them.

That said, by simulating newsreader behaviour with a utility like the
included "newshound" app, you can pre-fetch articles and headers with cron
jobs.
