The readme file should most definately have been readable.

As for the rest. ftp.nntpcache.org is polled by a large number of
totally broken mirror programs, which contiually fetch every file
regardless as to whether it has been updated or not. I disabled access
to the non-stable development versions in order to prevent these
severely bozotic mirrors eating away all nntpcache.org's bandwidth.  I
The unreadable tarballs were kept so people who really needed them
would realise that they still existed (and ask about them
accordingly).
