Could you clarify: do you mean, you want to apply fuzzy logic into CFS?

If yes, then you need to think one thing first: is your planned logic will make the scheduling decision slower or faster? if slower, then probably it is not suitable to be implemented because basic rule of scheduling is that you need to make it as fast as possible.
