It means that people who wish to be anonymous may not contribute to the kernel. Kernel development is done on an individual basis, while being supported by companies. If you aren't willing to put your name on the code, then I don't want to ever see it contributed to the kernel as something must be wrong with it. Dummy email addresses are not acceptable, nor are aliases (i.e. linux@company), sorry, I will not accept that anymore either.
