ok . i figure it out .
you should have have have kernel source tree ( which i think most of us had).
any way if you dont :

$git clone git://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git
$cd linux
$make mandocs
#make installmandocs
#mandb

(and yes you should have xmlto and other package installed )
