slow start issue is hot stuff right now... for example check:

see if you could contribute something to linux kernel about it...right
now, kernel folks increase the initial window size...and seems like it
works... but I believe it still need further tuning. And might be
related to congestion control mechanisms we already have... (cubic,
reno, veno etc)
