Looking at the datasheet for Intel(R) Core(TM)2 Duo CPU   E7200, 
http://ark.intel.com/Product.aspx?id=35348

VTx is disabled in the core itself, so not sure whether you will have any bios options to enable that.

But as John rightly pointed out, you should be able to run virtual machine (Virtualbox, qemu..), but with performance penalty.
