You mean to say /proc/config.gz or /boot/config-2.6.28-11-generic are
same things.
Yes, but /boot/config-2.6.28-11-generic is not compressed.
You can edit it or just run:

cat /boot/config-2.6.28-11-generic

This file is a convention of your distro. I don't have this file in my system.
