I have seen kernel symbols (talking in general, not sys_call_table), appear in /proc/kallsyms in some version of kernel and not in others. Symbol definition is same in both kernel revs.
What makes symbol appear or not in /proc/kallsym
It's a configuration option when you compile the kernel: CONFIG_KALLSYMS
