AFAIK, since RCU defer the deletion stage later....at the earliest
moment it is considered to be safe.....this is probably a function
hook which is called right at the time deletion actually happens.

Most likely it is meant to "signal" when deletion happen and what the
developer wanna do at that moment (besides the deletion itself).
