separate initrd versus initramfs support?

i'm sure i've asked about this before, but is there any reason that
initrd and initramfs support needs to be connected? the config option
BLK_DEV_INITRD has the prompt:

Initial RAM filesystem and RAM disk (initramfs/initrd) support

but can you not have, say, initramfs support without supporting an
external filesystem-format initrd image? i don't see why not.
