Maybe this is not what you are asking, but ...
These options can be set with ethtool manually,
 but I think for for Centos/Redhat you can put a line
 something like:

ETHTOOL_OPTS="autoneg off duplex full speed 1000"

in your /etc/sysconfig/network-scripts/ifcfg-eth0 file.
Substitute the correct device name for your case, obviously.
