When writing a block device driver, the typical approach is to find one that is close to what you need then clone it and implement your changes. So at present you've done a fine job of asking a very detailed question which hopefully would get you an answer on either the ide or scsi mailing lists, but I assume your not comfortable asking on those lists yet. I follow the ide list (libata and drivers/ide on one shared list). If you explain at a high level what kind of driver you are trying to write and what kind of hardware etc. someone here might be able to tell you of a similar driver already in the kernel. And if your question is not clear, maybe help you re-frame the question until it makes since from a linux kernel perspective. At that point you can re-ask it on the appropriate kernel list.
