I just forward the answer from my friend Breno leitao. He thinks it's
a bit in netdev->state, but he also remind me it's kinda tightly
depend on hardware spec, so check the manual.

One of the code snippet he showed to me:
test_bit(__IXGBE_DOWN, &adapter->state)

I hope that means something to you.
