Diego maintains it, and the version listed at this URL always points to the current stable kernel.

But I'm not sure why it should be relevant here.

Well, it's posted on the kernelnewbies website. That project, including this mailing list, is for questions about and discussion of OS kernel internals (practice: Linux internals) and a changes document does not not fit here.

It being posted to LKML also works for me -- it's not _specifically_ for kernel newbies, just also...
