Can't a built in module remain loaded in anticipation of hot-pluggable devices? You can use it as a start list, and then add modules for hot-pluggable devices (usb, pcmia, ...), filesystem, network, ... But avoiding to compile some modules won't optimize your system as well, only your compiling time.
