No, if you simply want to develop external modules, the best/simplest way is to install your distro kernel development package. For example, under Debian you have the linux-image-2.6.22-3-k7 package which contains the compiled kernel and modules, and the corresponding linux-headers-2.6.22-3-k7 package which contains the kernel headers needed to compile external modules. The linux-image- package is already installed (otherwise your machine wouldn't boot), but the module developer must install the corresponding linux-headers- package. Note that you also have the linux-source-2.6.22 package, which contains the entire kernel source code. But it is not required to install the full kernel code to compile kernel modules, only headers are needed.
