Is it right to say that the x86 kernel arch is intel's IA-32 architecture

Yes.

and the x86-64 kernel arch is Intel's EM64T extension to the IA32 architecture
(which has the IA-32e mode and its two sub-modes: 64-bit and
compatibility) ?

Right sure, but not fair. It's the AMD64 architecture, which is IA32 + AMD's 64-bit extensions to that architecture that Intel adopted under the name EM64T.
