But it is possible to write to that file from a module, isn't it?

Yes, but probably not from a kernel module (it's a policy decision, so
it should be handled in userland anyway). From userland:

  $ cat /sys/block/hda/queue/scheduler
  noop anticipatory deadline [cfq]
  $ echo noop > /sys/block/hda/queue/scheduler
