now to the discussion...
I've been trying to follow the fallocate thread on the ext4 mailing
list and was curious - is there any reason ext2/ext3 couldn't implement
this as well? I was thinking it might be an interesting project to work
on.

Since I just read it, I can only draw "shallow" conclusion that any FS can implement such a feature. I guess the reason we will see it on ext4 is solely because it is still actively developed, so new ideas are more welcome there, whereas ext2/ext3 is quite stable and the authors seem don't want to put anything new there.
