A notifier chain is basically a chain of callback functions that are called when a corresponding event has occurred. Events can vary from addition a hoplug cpu to assignment of a network address. There is a chain corresponding to each such event. Any one interested for an event registers a callback function into the corresponding chain by calling notifier_chain_register.
