Sleeping some disk

Hi folks,

I am developing an energy save project and I need to know how to sleep the
disk from a kernel module. I know that this is done through some ioctl
commands. Thus, a solution to my problem would be how to send ioctl
commands from inside a kernel module?

Summary:
How to sleep a disk from a kernel module? or How to send ioctl commands to
some device?
