It's really interesting question...

I'm not familiar ..., but I know one (maybe stupid) way to evaluate hdd's power
consumption. You may insert amperemeter between hard drive and battery. I think
that is quite safety.

But I think also that culprit of hdd's power consumption is spindle with
constant speed.
