Hello.

In the documentations it says to send patches to the maintainer of
the relevant subsystem and to its relevant mailing list.

Do I need to CC LKML anyway, too ?

You don't have to, but extra review is always good.
However, if the subsystem has its own mailing list,
it is better to send the patch there.

Do I need to send the patch to the maintainer only in the
merge window (first two weeks after a release) ?

Maintainers usually have their own tree for queuing
changes to Linus, and can take changes at any time.
