How can I get the dynamic priority of each processes in the system?

Hello,

You know a process has two kinds of priority, static and
dynamic priority. 

The static priority can be obtained by 
a system call, getpriority(). 

Then, how can I obtain the dynamic priority of a process 
at certain moment?
