libusb and usbdevfs

hi all
I need to write a driver for a new USB device from some 'X' manufacturer.
Since they havent supported their device on linux, i guess they dont
have any device ID as such.

Can i write the driver for such a completely new USB device from user
space? By using libusb or usbdevfs API? Which of them shall be better
,in case i can write one in user space?
