SCSI devices or IDE devices are indirectly gives the /dev/hdx or /dev/sdx devices but certainly those devices are part of the stack. we don't write to them, all the calls come via the mounted file system. Same case with the net devices. I don't think its possible to find which processes are using the drivers. We can see who has open the device files but finding out which process is currently hooked inside the driver is complex thing to find out online. Can be done from the debugger.
