So, the files in /usr/include/linux are not provide by the
kernel-<version>.tar.gz ?
who provides this files? The distribution version?


Yes, /usr/include/linux won't come with kernel-<version>.tar.gz,
rather they came with glibc or other user space libraries (basically
provided by distribution)
