For initial flashing and boot loader develpment IMHO yes.
You could hack the bootloader and test it with "booting with the onboard
bootloader". Then you do not risk that the flashed bootloader is br0ken.

You get into problems if you flash a buggy bootloader and the bootloader
(as such) is not usable anymore.
*Then* you need a BDI (or replace the flash RAM).
