Panic while booting a recompiled kernel

 Hi,

I downloaded the source of the kernel 2.6.14.4 and compiled the kernel with the following steps.

make xconfig
make
make modules_install
make install.

I saw that the grub.conf was added with the following

title Red Hat Enterprise Linux AS (2.6.14.4-NoIPtables)
        root (hd0,6)
        kernel /vmlinuz-2.6.14.4-NoIPtables ro root=LABEL=/ rhgb quiet
        initrd /initrd-2.6.14.4-NoIPtables.img

When I tried to reboot the system with the new kernel, I am getting kernel panic with the message
"Enforcing mode requested but no policy loaded. Halting now.
Kernel panic: Attempted to kill init! "

Can anybody please tell me where I am going wrong..?
