      Can you explain in more detail your question? I dont know about any kernel structure but at application layer you can check ifconfig command source code in net-tools srpm. you can download it from http://www.megaloman.com/~hany/_data/SRPM/net-tools-1.56-2.src.rpm
and check ifconfig.c file under lib directory. i assume that you want how many packets are transmitted and how many received from your machine.
