It has nothing to do with which kernel that distribution uses. But it
requires sufficiently new utilities, as some interfaces (especially the
module one) have evolved and the tools evolved with them. What utilities are
needed is documented in Documentation/Changes in the kernel tree, as always.

The modutils for 2.6 are now called module-init-tools. If you can get hands
on a package for your distribution, it should be crafted so it calls to
modutils when 2.4 kernel is running, since the old modutils package is still
needed for that.
