download 2.6.12 from kernel.org

if you want to do it in 2.4.20-8... Don't.
really. don't. Too much stuff will break, including a lot of ioctls
and /proc settings, a lot of timeout values will just be incorrect.

We tried a higher HZ value for a while in RHL, but had to drop it
because we kept finding more and more places that broke. Upstream fixed
all of them for 2.6, for 2.4 it's a LARGE amount of work that imo just
isn't worth it. Especially since 2.4.20 is quite full of known security
holes for example...
