That's right.

Just check the material related to _IOW, _IOR and _IOWR on Google and kernel
source.
These macros are used to generate unique IOCTL numbers.

ioctl command numbers should be unique across the whole system. For
details refer to "Advanced Char Driver Operations" Chapter in LDD by
Alessandro Rubini.
