/proc/partitions wrong

2.6.10 kernel.
I boot off of a SanDisk flash.

After my kernel is up and running I can't mount anything.  So.. naturally, the first thing I checked was /proc/partitions.

It only shows me:

major 	minor     #blocks	   name
  22          64      250880      hdd

when I would expect..

major      minor      #blocks     name
  22        64                     hdd
  22        65                     hd1


etc..etc..

Now I think I've had this problem once before and it was a rights issues.  I had to give rights to the /dev/hdd* devices.  But that's not the case this time.
